Comparison Shots of Delve with Dx9 without Shadows and Dx11 with Shadows.
I recently upgraded so the problems of keeping the Frame Rate up to optimal levels is already fine for me and no problems yet on DX11. From what I see though letting players have the option to turn off Shadows on DX11 should still be made available. GGG said it so themselves when they saw that the main reason DX9 is used by players still is to turn off shadows. This mindset just reminds me of the time where they denied ground effects did affect performance but it actually did for most of the players.

Shadows themselves only heavily impact GPU memory usage, which provided you have enough of it, only very slightly affects performance.
The moment where shadows become a heavy burden on performance is when you start applying things like AA and HBAO post process effects to high resolution shadows. That exponentially affects performance, like a "more" modifier in PoE terms. Carry on my waypoint son, there'll be peace when maps are done.
