I think the bigger question is why didn't this come up during development?

Culling strike is not a new concept. Minion and totem builds are not new concepts. It's been well-established in the community that builds with these stuff can't do vorici missions very well. It's basically "keep enemy at low life for 8s" or "kill all guards except the enemy" or "kill the enemy leaving one guard alive" as a core league mechanic all the way through.

Do you even play test your game? Do you even know your game? Why do you have to poll the community after launch like you didn't foresee this being a problem? This is not like you at all. It seems you're running out of ideas, GGG.

Capturing monsters is boring, its not pokemon game so the league is out off the place in the first place. We should just collect hearts, heads or some other thropies, then create some-kind of chimera/frankenstein. That would fit POE better in the style of tharmaturgy experiments.

Well as a NECRO I have troubles catching the beasts. They die too fast off screen or I cant see them in a swarm of minions.

Really having tough time this league, miss beasts, dont see them, kill them - anything but capture them. Got hundreds of nets saved up, but no beasts captures.

There's nothing wrong with the in-character explanation for beasts. And if the dead nets are rare, people will still attempt the regular method of catching them first.

Adding Nets that work on corpses would just make the league mechanic trivial, you would just fly trough maps one shot every bestiary mob and still be rewarded, there would be, basically, no interaction with the league at this point. My suggestion would be to increase the minimum hp that the monster needs to be for the maximum chance of capturing it, and increasing the net throwing speed for each net tier, this way you are not hindering culling strike builds and fast mappers, and at the same time you are not trivializing the league mechanic.
People acting like capturing dead beasts doesn't happen already with the intended mechanics.
Once a net is on something, killing it automatically captures it.

The npc kills the beast anyway, even if it was alive when captured.

What lore, "spirit of the game", "feels" is being changed by this?
Besides, you can always just not use the new nets. Roleplay Maintained!
