It's so unnecessary to artficially limit it this way.

The only reason I can come up with is that it's a 100% afterthought connected to the Elementalist, aka an ugly quick fix. "woups our fancy new herald node doesn't work for fire"

Umm, unless I missed something it does.

Fireball will get MORE spell fire damage and MORE burning damage and INCREASED fire damage. Which also scales with spell damage nodes. It wont get the physical damage conversion but will get the overkill splash damage .... Seems like a win to me.

Nope, it's for all fire damage. I just tested it. Tooltip on any fire spell changes when you turn HoA on and off.

MORE fire dmg and Increased fire dmg, but not MORE Burning. That one affects only the burn caused by HoA on kill.

There is a consistency: Support gems 'added fire' vs 'added cold' & 'added lightning' also work in this manner. Overall the 'elemental difference consistency' in PoE is IMO not very good though. I think they had some ideas in the early stages but messed around randomly so much that not much remains from these original ideas. Just my impression though.
