I have seen two exalted orbs drop for me in this Legacy league; both were very early on and I've not seen one drop since.
I have been graced with three Reliquary Keys, so that's nice.
My only disappointment with the Reliquary Keys is that each time I have gotten the very same item, the Sharkskin Boots. I had hoped to see something different each time, but RNG felt like punking me a bit - I'm not the only one who has odd luck.
I think they are just fine, i did not expect to get anything good(found/used 2 of them) and i didn't get anything good... pretty much the same with prophecies and some cardsets.
But there is still that small chance that i might win, sooo xD
Found like 9 keys this league, only decent drop was a Lightning Coil which i had always wanted.
Won't be using it but i'm sure keeping it as a memento.
The other 8 keys were disappointing but i guess that's the way they were designed.
If you don't value keys by their trade value, it will actually feel alright opening them.
Expect nothing and you will never be disappointed. Anything good is a bonus.
Your evaluation of items is biased by trade. There's lots of people who play a stricter ruleset that are finding the items dropped by ARKs at least interesting. Once you start trading in a game like this, you have to give up the idea that you can find something valuable. You can't. If you could find it, everyone else would have too, and you would have traded for it long before you found it.
If you honestly want to enjoy a game where you find stuff for yourself, you have to give up letting other people find stuff for you.
Your suggestion that drop rates should be increased is faulty. You would still consider 99% of the items dropped "vendor trash" because you be able to trade for any of them for next to nothing. Your value system is based on rarity and you want them to make stuff less rare. You'd adjust your value system quite quickly to the new drop rate and come back complaining it wasn't working.

I don't mind most items being vendor-tier and I didn't said otherwise.

I think that, based on what I've seen and experienced, the return rate for keys is an average 50%. Meaning you lose half value on average if you use the key.
Not worth opening unless you already have your builds done.
No, on average, you lose not 50%, but entire value of the key, because most likely you will get 1 alch or less worth item.

I don't want freebies. Just a little improvements to prices for t1 relics. Kaom's Heart would still be 300-400+ Ex with other items being bit more expensive or comparable to Standard prices. It doesn't look like a free lunch for me.

Ah yes, the old "forget a significant portion of the game exists, then this makes perfect sense" argument.
No, reliquary keys have a very bad return for their rarity. That has nothing to do with trade; that's just how it is. They're supposed to be a major feature of the league, yet they're among the rarest drops in the game and they also don't give you very good items (this is independent of trade; I would be disappointed to get a legacy Taryn's Shiver in HC SSF just as I was disappointed in LSC). They could have been completely left out of Legacy league and it wouldn't have changed my league experience at all. That is a failure in design.
That's not a failure in design. Obviously a lot of people enjoy using them otherwise their price would be much lower. Just because you personally don't enjoy it doesn't make it bad design.

Reliaguary keys are still terrible gambling and there is examples of good League gambling (Breachstones in Breach or Council in Prophecie). Implementation of this feature is terrible.
Most people have bad experience with them and people who do massive gambling only prove that it's better to just sell the key.
You have wrong understanding of how prices work. If something is rare and have slight chance of high returns it will be expensive. Example? Putrid Cloister, The Void or this damn Keys.
