I think vaaling maps is actually the best option, i got a fragment from the boss of th 2nd map i vaaled. But this method consumes quite a lot of vaal orbs (so currency).

Most of my fragments i got are from 'Her Mask' divination card.

That's why you should only vaal museum and arena maps, because 3 bosses each for up to 3 vaal fragments per run. Combine with twinned prefix or the twinned prophecy for extra bonuses. Also remember to throw vaal orbs on cartographer strongboxes.
I have a pretty full proof way to find vaal side areas, but why give it away just so GGG can nerf it just like the archives method.

if you want corrupted maps to just spam for the boss kills then corrupting cartographer boxes you find in trash level areas (obviously after rolling for maximum amount of maps in the box) is a good tactic in terms of cost.

i run docks for side areas. There are 2 main layouts for docks, ones a square and one is a strip, theres only 1 place the area can spawn on each layout so you just kill your way to that spot and repeat.

I still like Archives, always have a reasonably good spawn rate there. Another favourite is Mud Flats: Two types can spawn and they both have very predictable locations. Strange Sinkholes usually spawn close to either entrance/exit and Sunken Shingles only on the coast. So I just run up and down along the water and do little circles at the entrance/exit zones.

I know people used to use a frame timing trick to find them in docks among other zones, but I haven't been able to pull it off since I got an SSD - which also coincided with the launch of 2.0 so I don't know if it works for anyone now.
