Is Reach of the Council TOOO good?

I can only begin to imagine the broken possibilities of this bow. I'd probably go with IS just for the lols and shotgun capabilities of not having to use a slot or the downsides of GMP.

This is worse than Voltaxic and Windripper were.

And unlikes those bows, this one seems to be broken with everything. At least those were a bit more restrictive even in their strong states. Want to go elemental? Just strap an added fire damage or a physical to lightning where your GMP would be and you're ready to go. Or just make Avatar of Fire great again instead. There's no restrictions here.

Voltaxic is still the best but yeah if you don't care about reflect at all the bow is pretty good.

GGG tried to balance it by giving it low base crit but low base crit is no longer a significant drawback because of diamond flask (and assassin and inc crit gem and stuff but mostly diamond flask)

After this, I don't think their can be a TOOO good any more :/

Balances aren't centered around std or hc they are centered around how the item interacts directly to the game-play.
