If you generate enough reports you can be locked out whilst an investigation takes place but from what i can ascertain you wont get banned by just scamming only if your involved in other actual bannable offences - see RMT or account sharing.
Its really easy to not get scammed guys - engage your brain and it wont happen more than once.
Could you post the conversations between you and GGG or stop spreading your fraud speculations on the reasons you weren't banned ?

I got scammed once in another game. I was being greedy and got taken advantage of. Thought about quitting, thought about scamming. Later that day i found 2 items worth more than my character. I went from being so sad to so happy.
Dont let them make you bad. Of course you are completely free to choose your own actions, but with great power comes great responsibility.

this is a game. you wouldn't kill people in real life to get a bonus to your life stats or frenzy charges, do you?
i was never scammed in this game nor did i intentionally scam someone but i play this game since over 4 years now under the premise that one can get scammed if they trust people too much. i only give away things which loss i could cover somehow.
the guy who started the discussion is a scammer, which is obviously bad for the game's reputation and player retention. deal with it.
but instead of discussing how everybody could prevent from being scammed or how ggg could improve the situation for players offering/using services we flame this guy for no avail because he
1.) obviously is proud to play the evil part (you wont change that by flaming)
2.) he already calculates a account ban into his actions so a ban would do him no harm
he started a important discussion which ggg tries to sweep under the rug by showing the ban hammer but that's not really helpful in a game with anonymous accounts.
the game needs tech which support players offering services! because players like to do and use them.

Some people do the right thing simply because it's the right thing to do, and because they believe that just because some others are 'bad people', not all are. You've posed an unsurprisingly primitive query here. Basically: should I screw all strangers over because certain strangers screwed me over given there's little chance of substantial punishment?
I'm sure everyone's asked themselves some version of that question at some point. Those with a developed sense of empathy and moral grounding will realise that not all others are the same, and that just because stranger A hurt you doesn't mean you should hurt Strangers B-Z. All that does is perpetuate the cycle, and it's entirely possible it's the reason you were hurt in the first place.
Those who are inherently selfish, wounded and cynical will be more receptive to the idea that all strangers are of equal value, and the lowest common denominator will do. One stranger hurt you, all strangers hurt you. Therefore screw strangers. I'm looking out for number one.
This is almost completely independent of GGG's position in this, which you've made far more active in its policing than is actually the case. For better or worse, GGG believe their playerbase are relatively mature and can figure out for themselves where they stand in the spectrum of morality.
There is a dominant grey area wherein you neither actively hurt others nor actively let others hurt you. That's where the vast majority of any given society dwells: docile, ignorant but ultimately 'good' people. Because you've become an active victim, you've been forced to one end of the spectrum, where you 'let' others hurt you. Where the system let you down. And the really interesting thing is that while we're talking opposite ends of one spectrum, the change from victim to perpetrator can be very, very quick and very intense...and very irrevocable.
That you've asked this without just doing it means you're probably aware of that too. You know it's your call. You know only you have to live with the consequences, really. And if you've decided those lie solely in the hands of GGG, well, you've probably already made your choice there too.
I don't know you from a can of beans and I don't interact with strangers anyway so for all I care, I say go for it. Become the thing that hurt you. Do unto others and all that. Nevermind that you might be creating ten more people who have to go through the same process as you have. Who cares? They're not you. They're probably not even real. Just words on a screen. Right?
Sorry if you were expecting outrage and rallying cries of How Dare GGG Allow This To Happen. I can't provide those because all I feel is a sort of sadness that some people need the GGGods to step in and deal with mortal affairs just because the GGGods made the world and make sure the world still turns. I think I prefer a hands-off approach in my deities, even if that means being an essentially guarded, wary individual. But...uhm, this is the Internet. Being guarded and wary should be one's standard mode in an arena where fighting dirty is tautological.
