The orb should require you to have a base of the higher ilvl.

So if you want to upgrade a 5L rolled Lordly Plate to a 5L Majsetic Plate, you would use the orb on a majestic plate to create a Lordly -> Majestic upgrade orb. Then you could apply it to the lordly plate to upgrade its item type.
No, that is far too cheap; for example, all you'd need is one of that Orb and a white Titanium to make the above shield godly. It should be random within ilvl to make perfect outcomes less predictable and to lead to interesting choices (if it rolls Harmonic Spirit Shield, do you stop on that?)

It must be nice being able to see into different planes of the future to know exactly what GGG would make the rarity of this orb, and what the value of it would end up at if they ended up implementing it.

Well, i assume you do, otherwise you wouldn't actually know whether or not one orb is too cheap to upgrade it to a titanium.
I'm down for anything that helps with the crafting. I prefer to and get more pleasure out of making my own items.
Arguing on the Internet: What's the point when you can't punch them in the face when they really piss you off?
it doesn't really fit with the theme of the orbs in this game

pretty much every single orb has a random element to it. i can only think of a few that don't

1)Mirror of Kalandra: no randomness, just a straight dupe. still, no value added.

2)Orb of Regret: nothing random, but it doesn't have anything to do with items

3)Eternal orb: this is more like insurance against randomness. it still doesn't directly add value to an item.

but you're talking about a value-added orb that has no random fuck-you-over element.

if it REROLLED the base item type, rather than "upgraded" it, i could see it fitting into the theme. you have to understand, the purpose of orbs is to completely fuck you over. they don't exist to help you.

Orb of Scouring
Orb of Regret
Eternal Orb

This is cynical to the point of delicious.

But in all seriousness, an orb like this should reroll the base item type, not upgrade it. Especially since, in this case, it wouldn't be a 100% lose situation; an item with a strong assembly of low-level mods (say, try-resist in the teens and +20 life) but a high base item type could be made into a better twink by giving it the ability to (randomly) downgrade item type. It's somewhere between Chromatics and Jewelers on the straight upgrade vs purely situational continuum.

I was gonna suggest this, but never got around doing it.

Conquer Online has an item called "Meteor" which makes an earpopping jingle when it drops, and one of it's primary uses is to increase a say, level 10 item to a level 20 item, at a % chance.

I really enjoyed this mechanic.

I believe there is nothing wrong with upping the level of the item but keeping all the stats the same, as less people will be able to use it (as most people are lower/mid level).

@GotzYourBike / Regarding itemlevel-increasing orb:

Something tells me Conquer Online didn't have the map system. One of the main rewards for getting to and playing high maps is access to entire itemlevels that normal players don't have access to; these items in turn are capable of some of the best affixes in the game, and can't be obtained any other way.

I mean, perhaps if you added the condition that the orb itself is itemlevel 75ish and thus the only place it would ever drop is in high maps. But no otherwise.

On the other hand, pretty much all of the base item types are available without reaching the ultra-late game, so an orb which allows you to change item types, without changing itemlevel, is a much more palatable suggestion.
