idk... I was able to beat normal Izaro while slightly overleveled(2-3 levels tops) while I'm pretty sure Malachai would be impossible with the same setup(deathless. we are talking about deathless kills, right?)
So in my book normal Izaro _himself_ isn't overtuned. However, if he is supported with summoning portals... OMFG, I'm so glad I rolled life/AR totem mara, I could only imagine what kind of hell this can be for a glass cannon build. Especially in normal where you don't even have a golem. And for a summoner this would be... sorry, my English is not good enough to express my feelings about it.
And worst change is putting almost all bosses in new version of maps into fucking small areas, where you can't kite well or dodge stuff. What a terrible idiot invented that I want say to him: dude flick you, seriously flick you very much.
I wouldn't want to be doing him on hc to be honest.

I use 2H evasion melee. Frenzy and double strike. No totems or even a golem. So i drew all the aggro. I beat him in normal. Once I figured out his trick his last form was pretty easy. Took a while cause I had mainly specced into hp. He can hit pretty damn hard though. Had 1169 hp and he took me down to 1/4 health a couple times in 1 hit.

Will face in cruel soon. I like him actually.

There is no contest. Norm malachai was a walk in disney land compared to izaro. The difference between them is vast.
The charge thing is hell for low dps builds, If you cant kill him within the three uses of the disrupter the last fight takes like ten mins, something should be done there.
Just realized I didn't answer your question.

I like him personally. He seems to be a "don't get hit by any of my shit" boss, except in his last form he has traps which deal %hp dmg. So you have to watch out for those too. You can die pretty damn fast in the last fight depending on your build, but I think people will figure out what works best for him soon.

I feel nerfing him would make him useless. This is coming from someone that plays 2H upclose melee evasion melee lol, so not sure if that carries any weight. I might change my tune when i get to merci though. Will see how he is in cruel pretty soon.

I facetank him in order to preserve his minions etc for bonuses, he cant get me below 2/3 ES even if I play very lazy and dodge nothing.

He is trivial, with all buffs and what have you.
Don't see him as overtuned. Mostly underwhelming vs endgame characters.

The last time the Gods spoke to me, they whispered a promise that The Labyrinth wouldn't be tuned for endgame characters. Then they struck me with lightning in lieu of an exclamation mark. I appreciated the message but they can shove their idea of punctuation.

I know it shouldnt be, but everyone is complaining that its killing overleveled characters, when the real problem is undergearing/skill, whichever you have more disparity of.
