Had the same thing happen to me. After a few minutes the chest suddenly spawned a new set of monsters and unlocked.

I don't know how to submit a bug report edit: went back to submerged passageway and there was another chest but this time the big forcefield dome thing was there. I killed the mob inside that and the chest opened. Maybe there's a bug with the dome not appearing so the chest doesn't open?
