Deadeye Keystone Nodes should be more generic

Can I ask one more question about Powerful Precision?
Does the additional chance of piercing granted by this keystone also increase the critical chance?
ie, can u gain 100% critical chance by shooting an arrow or casting a fireball at melee range without having any pierce stats from gears or gem?
