I think that balancing tilesets using bosses and monster densities is condemning the whole thing to be an unstable equilibrium system. Min maxing will make people to exploit every little difference, no matter how good GGG is. Even if you can get some tilesets with different tiers, this would apply.

I'll repeat a point of my previous post: if you want players to play different maps, make them more or less equally rewarding (on experience, and giving each of them different items to hunt so you can't just ignore them). Bribe them to play. Hell, they'd play something like Atziri (low alvl, harder than something like Orchard, yet extremely rewarding, at least compared to maps).
