normal difficulty? it doesn't make sense, I don't understand. its hard to trade lvl53 gear with no chaos at all.

They, and all other currency items, CAN drop anywhere. People have supposedly even found a mirror of Kalandra in act 1 normal. It's extremely rare, but it can happen. Chaos orbs are a lot more common, but obviously still relatively rare overall.

Your best chance for finding currency will always be killing stuff around the same level as you since there is a penalty to the drop rate if they are too far below your level. Other than that, it's purely random. If you need a chaos orb, your best bet is to trade for it. Yes, you need a chaos or at least alchemy to trade for most of your gear, but that works both ways. If you have an item someone else wants, you can probably get a chaos from them. An even easier way is to keep any extra skill gems you have and watch trade chat until you see someo0ne looking for one that you have. You can get at least an alchemy for most gems and then trade 2 alchemy for a chaos.

I had one drop in Normal Fellshrine on Monday.

You do get a loot penalty when you are over-leveled for a particular area. I think that a level 53 in any map in Cruel will be affected by this penalty. This is the bad thing about staying in one place and grinding it until you out level a zone, you get less drops. You are better off moving on to Merciless and work on grinding Docks there for better drops.

You will probably end up getting more orb drops when starting a new character assuming you don't farm ledge/shrine/etc and get too high for the rest of the act.

Yes i've had Chaos Orb drop in Normal Act 1.

Well I only have a 30 Witch and a 41 Ranger and I have looted 9 Chaos Orbs so far, random loot is random I guess :)
