Yeah, but again, it seems to me the whole point of the cards is to NOT be generic or random. The point is to say "I want this one specific item and when I get the cards for it, I know I WILL get that exact item."
If I had to choose an item, I'd make on of these:

Both are viable end-game items that are all but impossible to get in the leagues, and to an extent, build enablers (without being broken).

The problem with that is that different people have different needs. The needs of a trader are quite different than the needs of a self-found player.

Beginners have different goals than long-time players will.

When designing cards you have to take into account the entire player base, and not your personal needs.

A good card will become used. A good card should fulfill an need without destroying the fun in meeting that need. That's going to be really hard to do. Putting in a card for some ultra special item takes out a lot of the fun of the game. You really want to avoid the "midnight shard" effect... where players simply target a single area over and over and over because it's the only source for a sought after item. They had to completely modify areas of the game to deal with that problem.

What is the purpose of these cards then?
I thought cards were a way to purposefully target items in the game. Not so much a short-cut as a device to combat poor RNG.
I understand that Empower is a gem, not an item, but it's easy to go an entire league without dropping one. It's also very, very hard to get one to level 4 on your own. A card to target this would be welcome for many.
