It doesnt scan any personal files, only programs that interfere with the POE client. And if you dont start the client it doesnt scan anything anyways.
Afaik it only scans if it's triggered.

Final update (is that cheers I hear?)
The hackers I've been watching have analyzed the code in the patches and determined it to be a clone of Blizzard's Warden (decade old technology anti-cheat spyware). There is a great article on Informit about just what such a program is capable of and why you should be concerned: http://www.informit.com/articles/article.aspx?p=1074291&seqNum=7. Skip down a bit in that link to the heading "The Warden: Defeating Cheaters by Crossing the Line".
Now the cyberwar begins in earnest as I expect the newly modified GGG-Warden proof bot and cheat programs to be released early next week. No I'm not going to stick around for the play by play. I'm done posting here, this is my last post on these forums, its just not healthy for me to get further involved. I would like to leave you all with a few points.
1) For years we've put up with desync because GGG said that they had to use untrusted client to prevent cheating. While somewhat true, it belies the point that they didn't go far enough and now in a complete reversal they are trusting the client to tell them who is cheating and botting.... do you see the fail?
2) As pointed out in the old Informit article, actually worse because well now that tech is really old, spying on player's computers to stop cheating is a really foul way to go. Legal complications await. Perhaps as much as 20% of the player base has abandoned the game as a result (based on reddit post of steam data - it may be due to a combination of other factors). The end result which I believe you will see played out is GGG wasting a lot of time fighting a war that even Blizzard couldn't win. Time not spent on fixing game problems or adding new content.
3) GGG has just entered the big leagues in the world of cybercrime. Having now deployed hundreds of thousands of executables that can be turned into malware spies at the command of the game servers, they have painted a great big giant crosshairs on their backs for the big time black hat hackers who would would just love to get hundreds of thousands of people's personal and financial information in one fell swoop. But I'm sure GGG's IT department is ready for that... right? right?
4) Finally, and the most important, trust. GGG lost the trust of a lot of people, myself included, when they snuck that spyware capability into their client in secret, telling us the patches were for entirely different purposes. GGG you've made it clear you don't trust us, well guess what, now we don't trust you either.

Ya know that 'toxic forum' shit Shagsbeard was all butthurt about? Directly related to all the stalwart defenders of GGG, such as yourself, who stifle discussion with an attitude that GGG does no wrong. It creates a negative feedback loop. Personally, I enjoy the conflict on these forum, but you, and those like you, do far more damage than any critic could hope to. Doesn't really bother me, but if you really appreciate GGG as it would seem you do, you could do them a favor by toning it down. Do what you will, but I really hope you understand the consequences of your actions.

What a trite, sensationalist argument you make. Anyone of any technical caliber who's capable of actually understanding what the anti-cheat code is doing would know that it doesn't "spy" on anything. Spying implies that it is collecting information. The anti-cheat, as it stands now, simply analyses the memory of the game client, which is completely within their rights to do. It also analyses any applications which attempt to interact with the game client - again, perfectly within their rights. If you actually watched what information gets exchanged, you would see that no data about you, what you're running, or your files are sent back to their servers. The server asks the anti-cheat "is player X using hack Y", and the anti-cheat responds with a complex "yes" or "no". There are far more invasive implementations in other games.
People will always cry about privacy, or the fact that GGG were sneaky about deploying this update. What did you expect them to do, put in a big patch note that read "added anti-cheat capabilities to the client, don't tell the cheaters guys!" Use your heads, they have to be sneaky about this or they're not going to catch anyone. And the only ones really in the wrong here are those trying to publicly shame the developers for breaching privacy when the code isn't even technically capable of doing so.

i dont think GGG will give a statement about their anti-cheat.
i dont know why but chris seemes to really believe that when he gives into out he will play into cheaters/hackers hands and enable them to "beat the system" when in fact they dont care if he devulges any info they reverse the code and look for themself what it does
he gave a statement on reddit like this and some other guy already posted that it doesnt matter and that the mechanism behind it is already known because the anti-cheat code is already fully visible to cheaters/hackers.

and that is where you are wrong, i would love to post the according code of the client which shows that poe is scanning EVERY opened process no matter if it is doing stuff with poe or not, it scans it anyway
but i think GGG wouldnt be all to happy when i post the pastebin link where they have shown the full reversed anti-cheat code.

I've seen the reversed code and, frankly, reversed it myself and I think you will find that there is a difference between code being in the library and code being used. The list of running processes is never enumerated. I've been watching daily and it hasn't been called once.

it hasent been used !yet! might be because only code gets used currently that is to detect maphacks and bots and seeing how new that stuff to poe is it is safe to assume that currently its in a testing phase where they will iron it out but you can be sure that at some point after enoughe of the code has been tested and fixed the parts that are in but are "silent" will be used.
also standing still in town doesnt trigger the mentioned parts to be activated, in fact standing still in town will make like 90% of the code seem to be not used ;)
also if you reversed it go and search for "stdcall CheckForExeFileName" and you will see that it actively scans every process no matter if it is doing stuff to the poe exe or not.
