The problem is that although PoE is a free to play game, it still takes transnational purchases... that requires payment. The payments require processing in addition to a bunch of local laws and other regulations. Because of all these factors put together, some regions cannot properly accept payments.

But as was stated earlier, the website version of the game works just fine and can accept payments from all over the world (as long as you use a valid payment type). So it's clearly not a GGG issue as they have no regional locks or problems taking regional payments. It's something inside of the Steam system preventing the payments from being properly authorized for PoE for certain regions.

In addition to that, people used to be able to install PoE in those locked regions using a different region but Steam didn't like that and patched/updated Steam to block that from happening. They wouldn't have done that if they were OK with users doing it. Clearly they weren't, and clearly that wasn't something GGG did.. it's all Steam.

So take it up with Steam. It's not a GGG issue... any of it.

Lol? Isnt it developer decision to make contracts with some shitty distributors for certain countries(in Russia there are ONLY bad distributors, with no exceptions), so game becomes unavaible in steam? .__.

I don't think that has anything to do with Steam.

GGG takes payments from PayPal, PaySafe, and Credit Cards (Visa, Mastercard, American Express, Discover, JCB, and Diner's Club). You're free to use any of those payment methods on their website to purchase points, etc. I have no idea how that differs from what Steam does in the regional purchases for Steam Wallet points (and then converting them to GGG points, etc).

Perhaps the problem in those regions is a lack of translation for Steam Wallet points to GGG points due to strange conversion rates, etc. I don't know for sure. Either way as previously said, you're free to use the Classic (web) client and purchase points, etc there.

You'll be able to play on Steam once it is unlocked for your region. I don't know when that will be, but GGG has said they have plans for a lot of international regions. Just have to wait and see when that is.

Until then, this is a moot issue as it's very unlikely to change on either end; Steam or otherwise. Your options are to not play at all, or to play using the Classic client as Steam just isn't an option for some regions right now (for whatever reason, it's inconsequential).
