"I don't quite follow you.. 100 haste? According to the wiki, quality Blood Rage only improves Life Leech. I am using Blood Rage on Low Life to achieve the current attack speed. If quality definitely improves the attack speed on Blood Rage, I'll give it a shot for sure. I don't want to waste a gcp to find out though, lol.
