I would argue that permanency is a big factor in a build. Else let me show you my Huntsman build for TF2 and my rocket launcher build for Quake.

And it's not synonymous with spec and loadout. Firstly, there are no true synonyms.

Secondly:
Build: Permanency AND specialisation (e.g you choose how to build your character's passive stats).
Spec: Still has specialisation going for it. Your character is adept at one thing over other things. Choice is still an important part as you can never have everything.
Loadout: You can change anything and everything about how the character plays in seconds and without cost. Also: Less to no specialisation possible.
