I haven't followed the works of the admin, but if he indeed has hinted that purchasing premium would affect the outcome of the competition and then he would follow another logic completely, you can report this as scam with the authorities in the UK (e.g. Office of Fair Trading).

Also, if you feel that you have been tricked into registering to the forum and you start receiving unwanted (commercial) emails, you can report this as spam with their hosting and email provider.

Thats why you should have an "all trash here" mail, to register wtih.
