They would however need to scale the chance with attack speed modifications.
Else they could severely imbalance faster weapons even more.

I bet you're right about this. Maybe not exactly as you describe it but probably very close. It takes a ton of exp to level but never requires any more for subsequent levels, and takes on a random chance-to-cast effect each time it levels (replacing the last effect if it had one). That'd be my guess.

of course it gives exp to the other gems, it wouldnt make sense otherwise unless im missing something.

ultimate trolling inbound leveling the gem up to lvl 20 then trade it with GCP and sell it to get that 20% quality gem

They literally said in the news post that it does nothing UNTIL you level it. The gem in their post is not yet leveled and thus does nothing, not even giving xp to other gems (which will not be its feature, I don't know where people are getting this from).

It takes only a bit of armchair psychology to realize why some people are predicting Empower's GCP-price-effect in the wrong direction (for reference, the wrong direction is GCP lowering in value).

Some people just click links to images without reading walls of text. Walls of text are boring to lots of people. So they see the image, and think "well, the gem does NOTHING else but increase experience, which means it would be useless if it didn't increase experience of linked gems. So, it must increase EXP gain for linked gems."

They wouldn't go down this line of thought if they read the wall of text.

Some people don't read -> some people think Empower will reduce GCP value
