This^ People keep speculating it will boost gem gain xp, where it was nowhere stated in the post this is the case. The post says that the gem will not have an effect until it is leveled. And the picture clearly states that the percent to xp gain is for the Empower gem itself. It's really not that difficult of a concept. We have NO IDEA what the gem actually does, just that it appears quality on the gem boosts ITS OWN xp gain.
This makes sense considering it takes 226 million xp to go from level 1 to level 2.

What part of " THIS gem gains 75% increased experience" leads you to believe it will have any effect on leveling other gems?

Look at the screenshot Chris posted. And pay very close attention: "This Gem gains 75% increased Experience"....key word: THIS! THIS! THIS!, as in currently highlighted item.
Hope I made it clear enough.

I think (hope) that people already got this.
But after that (reaching a specific level), the gem gets some actual use, and this is topic of speculation. Why should it not be exp-related? Doesn't have to but it's possible

Empower
Links a SPELL gem with an ATTACK gem and gives a % chance for the spell to execute on attack. Thus EMPOWERing it.
Examples:
Your Glacial Hammer could have a 5% chance to cast Freezing Pulse on hit.
Your infernal blow can have a 5% chance to cast corpse explosion.
Your sweep can have a 5% chance to cast firestorm.
Your poison arrow can have a 5% chance to cast temporal chains.
Etc.

I personally think that Empower will increase the value of GCPs, as Empower has ABSURD experience requirements (2mil+ at level 1 alone, if it scales similarly to other Supports, it'd be near impossible to get level 20.)
And since it has no effect until leveled at least once, people will want to get it Quality to get there faster, especially if it's effect is good.

Especially on hardcore where ppl are dieing trying to lvl this up.

Exaclty. Let these idiots think what they want while the smart ones stockpile GCPs. This gem will be worth a ton on HC leagues if it is leveled as well.
