I ran Merciless Twilight Strand for a while. Ran into every exile except for Igna and Tinevin there. I highly, highly suggest going there and running through it (killing rares and Hillock as you go for money). I was averaging about 3 exiles an hour doing just that. Small area, and it feels like the game is coded as "new instance, roll for exile", so the smallest (and most linear zones) are the best. It placed nearly every exile near the starting waypoint. Found Tinevin in Marketplace Sewers merciless. Still looking for Igna, and most people say they found her in maps. If I were a betting man, I would say that they're ordered in some fashion by intended difficulty, complexity, and the price of their microtransactions. I find it hard to believe that I've fought Torr ~6 times, Minara ~6 times, Antalie, Jonah, Eoin, Ion, and shieldchargeviperstrikey ~4 times but not Igna once. I've fought Igna in City of Sarn and also Old Fields. This thread is good luck. Just found Ion Darkshroud as I opened this thread, Terraces cruel. Also, many thanks to Henry, cleared a lot of things up. 6 Rogues left sigh. Personally, I like to storm the beach. I did it in cruel a lot. There's one guaranteed Unique boss, quite a few rares, and with the exile every so often, it was a lot of fun. I only ran through killing rares + large packs. Very, very quick. I do believe the exiles actively "hunt" you down. I say this because I was farming the ledge and all of a sudden an exile came running from the side I had already cleared. So I think the just kind spawn and chase after you.
