Well, I dont use cyclone at all for now, but I just got it from act 3.
I recommend you to cleave your way up to lvl 60, get decent gear, good physical claw, 4-link, decent mana pool.
Or link it with Mana leech and use Warlord's Mark. That would be enough if you got good physical weapon for leech.

For the skills + support gems, right now I'm thinking:
6L: Cyclone + Faster Attacks + Melee Physical Damage + Melee Physical Damage on Full Life + Increased Area of Effect + Concentrated Effect
4L: Grace + Discipline + Determination + Reduced Mana
4L: Vulnerability + Enfeeble + Enduring Cry + Faster Casting
4L: Immortal Call + Blood Rage + Faster Casting + Increased Duration
3L: Whirling Blades + Faster Attacks + Portal (Can't really do much else)
3L: Frenzy + Increased Item Quantity + Increased Item Rarity
Also, for bandits it's obvious that Skill Point + Increased Physical Damage are the best for Normal + Cruel. But for Merciless, I can honestly see Frenzy charge, Endurance charge, and skill point all being useful. Need someone to do some math to min max that =P.
As for armor I was thinking of going pure ES on everything, seeing as with Grace + Determination + IR + Armor/EV nodes, I think hitting 8-10k+ shouldn't be too hard. Being forced to get uniques like Fairgrave's does make it harder though.
Edit: Originally had Frenzy linked with Culling Strike, Blood Rage instead of Portal and the Immortal Call was a 3L without Blood Rage. However, increased duration on blood rage is more important than culling strike, as you'll do enough damage to low health bosses with frenzy anyway.

I know you cant go CI till lvl 70-75 but can you recommend what 4-5 link you would to use with Cycone pre CI?

That's the funny thing, deciding what to get on the 6L was actually difficult. Cyclone + Melee Physical Damage + Melee Physical Damage on Full Life + Faster Attacks is all you need for a while, but the 5L is a hard choice. I've never actually cyclone, so I'm not sure how important the range is. I'd probably try both Concentrated Effect and Increased Area of Effect and see what feels better.

What does this build generally look for in gear other than resists, ES, and armor/evasion to 8k? Just physical damage and attack speed? Any uniques?

Fairgraves is basically necessary IMO, seeing as you can easily get insta-gibbed without it. And Dream Fragments is also borderline necessary, seeing as you'll be chain frozen without it.

2) If we are discussing builds based on his, then why aren't we discussing it in his thread?

I've been thinking the Frenzy Charge, as you'll always have max charges thanks to Blood Rage, and I feel like it's superior to a 6% ES node you'd most likely get.
