Can we use Astral plate as base for chest or we need ES so its best to use Vaal regalia?

" Basically nothing changed. Some minor Cluster Jewel nerfs, Vaal Spark -1 Soul Gain Prevention. You can just convert the tree to 3.14 and done. | |
" I don't think it's good for league start. Without some of the uniques, which are quite pricey at league start, you have mana and damage issues, not to mention survivability. | |
