The one I specifically posted about isn't going to be touched. It's under the umbrella of IMI Exchange which has revenue of $500+ million per annually. I'm quite certain people can easily figure out which site I'm talking about. It has been around for 13+ years. Even if the GGG wanted to try and do something... They wouldn't have the cash to do so.

Point being... The devs aren't going to be able to do anything about 3rd party sales. This is exactly why you're going to see more games with RMAH systems in the future... Companies will be able to offer safe exchange and get a cut from sales of their own intellectual property.

Let me introduce you to a legal and financial term: "Moral Hazard"

what you're advocating is tantamount to an exchange like the NYSE also being in control of the supply of the stocks traded on that exchange. Would you trade stocks on that exchange?

Once an exchange controls supply, then it also controls price. If they are also taking a cut of that price, then we have a clear case of "moral hazard" in that fraud and price fixing would be next to impossible to prevent and to which we would all have to go like lambs to the slaughter, with no recourse in an environment where a Monopoly exists: as we all know monopolies charge the price that maximizes profit.
