'Moana' means the sea in Maori.
I'm not 100% sure on 'Tala Moana', but google translate claims that 'tala' means 'news' or to tell some news. So I imagine that "Tala Moana" means something like "What news from the sea?". I doubt this is an actual Maori greeting, but it makes sense as a Karui greeting, especially one that is used in Wraeclast.
