If they don't use the beta key within a week, their key is rewarded to another random person.

your solution, unfortunately is pointless. Within 1 week, the amount is duplicate bogus accounts will have tripled. So there is 100% chance the unused key will end up with another inactive dupe account

so what ? if inactive then it will go to another account and on and on until a real account is found

make it 1 day before the key is recycled and the slot given to somebody else and keys will find real accounts even faster.

my point is that it's a neverending cycle of transfering between in inactives. That key would never see a "legit users" account.

The key is a static, only 1, while the pool of inactive account expands exponentially.

To illustrate it easily:
day 1: key transfers to one of the 10 accounts (with 1 legit account per 10)

day 2: key transfers to one of the 40 accounts (with 1 legit per 10)

day 3: key transfers to one of the 80 accounts (with 1 legit account per 10)

and so on, and so on
