They were put in game at the same time that VP was gutted.

They didn't need to test an item that is there to replace a 'removed' keystone plus more, and be a major factor in keeping their game the number 1 shopping game.

Even primary keystones are no debate fodder for economy.

The economy is the most important element, anything else isn't worthy of testing and the gloves quite obviously did what was intended without testing.

2) it was a bad roll, and after 6 divines, it's still a bad one
