D3 has a bigger population than PoE. But, as OP correctly stated, D3 is dead while PoE is very much alive. "How does that work?", you may ask.

Take a look around on the net on the PoE and D3 forums/reddits/twitch etc. or even log in and observe the ingame chat. You will very quickly notice that while D3 is still very well populated it is dead inside. There is no theorycrafting, no "drama", the community overall seems dead. Very little is going on. The in-game chat is silent. On forums you will see either complaints or hype threads about how the next patch (that is months away) will "fix EVERYTHING" (it never does). When is the last time you watched a D3 hc death or a cool new D3 build? Everything about the game has simply been figured out a long time ago and there just isn't anything new to talk about.

PoE on the other hand might have a smaller population but at least it is a community.

True that, plus two very different dev teams. When you check how much work GGG put into their game compared to Blizzard when Blizzard is easily the bigger studio, it shows you how dead D3 is compared to PoE. Most current example : GGG are realising a so-called "mini-expansion" (when it's clearly more than that) only 4 months after the previous one and they are still regularly updating their game at the same time, when D3 is already 6 weeks into PTR for a still-to-come BS update that will serve the same old shit wraped in a different package. Alive vs. Dead.

PoE has always been "more alive" than D3, just count the patches.

D3 is shit, nobody cares, nobody listen.
