Interesting. Then explain me, why the fuck chance to block isn't that way? With about 70% chance to block enemies manage to hit me 4-6 times in a row (and if the hits are powerful enough (maybe not only character fails to block but also i receive critical hits) kills me)

Because it wasn't designed to work that way. Evasion being reliable is one of its advantages over Block and Dodge.

What about those character who rely on blocking and have no evasion? Honestly, evasion and blocking should be treated equally.

Because blocking is not one of the 3 main defenses. Armour, Evasion, and Energy Shield are. Blocking is like a bonus chance to avoid damage. Just like Dodge is.

Evasion Entropy has been around for a long, long, long, long, long, long, long, long, long, long, long, long, long, long, long, long, long time. Each long represents a month since Mark posted that in the mechanics thread.

Evasion seriously needs help. That's why the evade chance is different imo. Block is easy to stack (it's linear from passives, evasion has diminishing returns), and easy to stack other defenses. Evasion pretty much gets nothing else other than things to help dodge more stuff.
But still the fact remains that shield wielders who have no evasion are beaten to oblivion by GGG.

To the topic:

Lvl20/q20 enfeeble reduces accuracy by 54% (lets forget the fact of corruption and items/support gems which increase the level)

blind reduces chance to hit by 75%

So if your normal chance to hit is 70%, when cursed yuor chance to hit will be 32%, when also blinded chance to hit 8%.

Isnt that overpowered? Curses can be countered, blind not.

It's very much an intended mechanic. Evasion was changed to be this way to buff evasion.

Are you arguing that block is underpowered or something? Many people consider block to be "too good". There is bad streaks and that's fine since block remains very powerful.

What does evasion have to do with shield users? If you have no evasion, that means you focused on one of the other 2 primary defenses. So you either went with Energy Shield or Armour, or both. Are you then saying that shields suck with both ES and Armour? I see an awful lot of Armour and ES based characters carrying shields. In fact, most of my shield carrying characters do not use evasion at all. So I call BS on your statement.
