it just reads leech, not life leech.... I think its going to put vaal pact into a coffin and bury it behind the shed at this point since if I'm reading it right it covers both mana and life leech... something mana has never had. I foresee a LOT of leeching crit based (with CoC gems + MoM/EB) builds appearing everywhere at this point.
