So if I run a zone 10 times I'm going to get less drops. Logout, come back a week later and that zone is still giving less drops?

I also would like clarification on this. I would think that it's not totally true because I've farmed fellshrine dozens of times and still get decent loot there every now and then. At the very least I think the effects of grinding a zone are not permanent.

I don't think this is true. The level penalty isn't a myth though.
There is an effective farming range.
3 + n/16 = y
n-y-1 < n < n+y+1
Where n is your level and we round down.
So if you're level 48, your effective farming range is 42-54.

The penalty only comes if you are much higher level. I remember trying to run Ledges but I was like 20 levels higher than the area and no orbs were dropping, not even ID scolls

Funnily enough I got my first gemcutter's prism at level 46ish from normal fetid pool xP
I got two alch orbs and a fusing being 25 levels higher than Hailrake.
If you're 2 levels over the zone you get a -2.5% return per level on currency not items so you could famr low level rares all day if you want but the orbs and scrolls will decrease.

And the 2 above me that found some stuff being over-leveled, even a blind squirrel gets an acorn once and a while :P

Been farming hillock the same way. Poor guy, hes like the weakest set mini boss/rare.
You do get progressively less loot the more i have killed him. Don't know if this resets or caps though.
