I'd very much support a measure that wipes unused characters from the name pool at some point of the game's development. Now I don't mean to suggest that a threat along the lines of "play the game, otherwise you are deleted" should constantly hover above one's head; but at one distinct point, like for example once the finished game goes online, if you do not log in with your character for, say, two weeks, it could be deleted - or "unnamed", to soften it up a bit, with a fair chance to pick a name from the new name pool along with everyone else. Nothing against an e-mail notification a day or two ahead, either, this isn't about making anyone miserable. Something like that would really help opening up unused names.
