Make superior items out of normal ones. To make a +2 quality weapon or armor you would need to sell 4 copies of the item and a scroll of wisdom to any merchant.

To make a superior war hammer(+2% quality) you would need to collect 4 white war hammers and sell them to any merhcant with a scroll a wisdom.

Yeah, but why? Armourer's Scraps and Blacksmith's Whetstones are basically bycatch and if you really need more, you can easily farm for them.
