You can get respec points from quests and orbs of regret from monster drops (or trading). There is no full respec option.

It leaves more chance and people might find amazing builds that no one knows about (sort of). I like more mystery then cookie cutter. How do you allocate/use your respec points? Does the game automatically put the points where they are supposed to go OR does the player do it? If it's on the player to use them WHERE IN THE HECK DO THEY GO????

The game has full respec. Just buy/find enough orb of regret.
