Why won't GGG allow modding?

This is not an rts game where you have a bunch of games being hosted on a server. Its a arpg and it should stay that way. Online only is no problem with custom leagues coming at some point.
Custom Maps
Neverwinter has the Forge, where you can create a Map, then submit it to the dev team, and then if approved it is made available for everyone (including you) to play it.

I think it wouldn't be such a bad idea, as long as GGG isn't spammed with maps by every single player.

Perhaps that feature would only be available to accounts that finished the game on all difficulties, either with all classes or in a hardcore league.

UI Mods
UI "skins" would be acceptable.
The few trolls who complain about naked orb statues would be delighted.

The game information provided by GGG should be extremely restricted, though.

Game-changing Mods
Take that idea, wrap it in paper and flush it down the toilet of your mind.

Back Before there was even alpha invites GGG alluded to allowing players to host their own custom rulesets on either 3rd party servers or their own servers, there wasn't any clarification beyond that.

Personally I don't see any reason to mod this game, we have numerous other games with great modding capabilities coming out such as Grim Dawn, and we already have Torchlight 2 (no disrespect but the modding community needs to push the limits of their tools!). There's also the issue that all things security and netcode related aren't completely fullproof yet, which means reverse engineering and easily producable hacks for what the client does calculate.
Private leagues will fix this, just give it time.
