It's not every weeks (for example, there was 2 weeks between #8 and #9).
I'm assuming that with them having to delay 9.12 constantly for the past few weeks, that they are spending nearly all their resources on that patch and simply don't have much time for this right now. A good part of the reason that I even got featured as #9 is because I brought the dps issues (hint, way too much dps) of my facebreaker build and they spent some time testing the numbers (as you can hear in the video, they tried 6L and well, it broke the game :P).
