ilvl requirement on soul taker?

Hi,
I was wondering if only the new chain belt had an ilvl req higher than the level the item actually requires to drop. Specifically, I am wondering if the new Soul Taker axe can be chanced or found from any area that can drop a siege axe.

Would really appreciate a GGG response on this since it seems to be somewhat new that uniques can now req higher ilvl than the items min lvl req.

Siege axe is a base item level 59, Soul taker has required level 59; I think there is no reason to think it was not made the 'old' way.

Official answer would be cool, though.

SO can we have some data then ?

Just as an example : Could a simple robe ilvl 1 from vendor ( a the begining of the game ) be chanced to Tabula Rasa ?

In the thread i linked : Monopoly legend, found an item with ilvl 2 levels lower than level requirement. So could have some other unformations ?

I suppose this is because the chance system is drastically different than the drop system in some way?

Just taking a wild stab here, but the Bastard Sword base is 12 which -can- drop from Brutus. However, Shiversting is required level 14. Maybe because the base can drop there it was in the list of possible unique drops for the area?

Since Tabula Rasa has 6 sockets and items (chests, two-handers, bows) can only have 6 sockets from ilvl50 and up its only logical to deduct that that simple robe has to be ilvl50+ in order to be chanced into Tabula Rasa.
But this case is prolly the exception and I believe all simple robes can turn into it.
