Unique items don't seem all that unique

I don't like negative prefixes as well. At least make them more fun, like have 0.5% chance to summon Vaal on strike, who kicks your arse then

I wonder if the devs would ever consider buffing a diamond made unique, if it ever became totally obsolete by a new mechanic?

Therein lies the problem. There is a finite number of uniques that can be truly "unique" without something coming along in the future and one-upping it.

Point in case, look at Hyrri's Ire.
When uniques cease to be uniques and there are more than 100 of these "uniques" in the game, creativity can be lacking. There will obviously be some more powerful uniques and some less powerful.

Some of the uniques are straight garbage though and I can't see anyone ever using any of them for any reason/build/difficulty.

I think if, from the start, instead of just trying to pump out content (aka many many uniques), they had sat down and actually thought about each unique they wanted to create, things would have been better. Now, having a massive brainstorming session for each new unique can be quite time consuming and costly, but that's the price you pay for actually having unique uniques.

Inevitably, some uniques might even be truly unique and still never used, and while this can be unfortunate, some of these items are still really cool and can be used in some sort of "fun" but not-so-serious build. Is that what they intended on design? Probably not, but balancing a bunch of end game over powered items to all be equally desirable is impossible.

Unique or powerful?

My next unique will be a endgame axe that has a personality and talks. May not be powerful but sure as hell will be "unique".

Uniques aren't supposed to be best-in-slot. They are, as it's name suggests, unique. Very few uniques are actually best-in-slot. Most uniques are very niche that people build characters around.

Who are you to say uniques aren't supposed to be best in slot? Everyone wants them to be... Seen this even in d2 10 yrs ago.... Why devs can't get that simple damn idea in their simple minds is beyond me....

If uniques are always BiS, rares have little place, and in turn, the (albeit broken) crafting system. Rares should be capable of having the best statistical rolls in the game, because uniques can offer up special mechanics that makes a build more than the sum of its parts. That said, the statistical disparity between a great rare and a great unique shouldn't be so large that the mechanics of a unique are precluded from use, which is part of the problem of the current designs, I think.

They already have.
Those Dragonscale Boots you posted are a perfect example. The %50 less frenzy charge duration is such an unnecessary negative effects. I mean really?! The item would be just waaaay to overpowered with out it right? Give me a break... I feel like A Lot of items have unnecessary arbitrary negatives that just ruin the fun of the unquies. What's wrong with just having power unquies?

I am not the one who said that. What I posted has always been the dev's intention. As for everyone wanting them to be best in slot, I would say you are quite mistaken, considering most people on this forum want nothing of the sort.

I happen to very much like items that have downsides. I'd even go so far as to say that I wish rares would have some more powerful statistics on them and could spawn with negatives.
