Every.
Shadow.
Here: https://docs.google.com/spreadsheet/ccc?key=0Anunpnd0-mAudHIxazRvZGpqLXdlQ3JfT0hkWVRjV2c#gid=0 -- quest reward list for .9.11.
It might have changed, but I'm dead sure it's still a Shadow reward quite early on. If anything, you might see it even earlier soon enough.
It is THE greatest mobility skill in the game.
It is MUCH easier to get than Flicker Strike.
For you to say you haven't seen it by level 40 is actually quite untrue. Or rather, the game showed it to you -- you just didn't see it. That's not our fault. Or our problem.
I have to say it again -- sorry.
And wow.
Well, if it was offered, I don't remember it. I don't ever remember seeing it at all. And so, the game offers it once in the very beginning, and if you don't see it or choose it, you're totally f'd way later on in the game, especially after the nerf to Flicker Strike? BAD. DESIGN.

pretty sure that gems you don't claim remain in the offering for subsequent gem rewards.
You really want to be angry about this, don't you?
I think you've every right to be, but blaming the changes to Flicker Strike and your inability to notice Whirling Blades shouldn't be a part of it. The Frenzy-Flicker synergy is very effective and forces you to earn the power. And power it is, Flicker Strike.
It's also offered much earlier now, so that's a good thing.
Enduring Cry was nerfed. Badly.
Cold Snap was nerfed, but not as badly.
Flicker Strike was balanced.
If I like a game, it'll either be amazing later or awful forever. There's no in-between.
I am Path of Exile's biggest whale. Period.

Bloodmagic was moved because it was too easy to offset the costs for quite a few classes through fairly cheap items that had lifesteal/life on hit/etc.

I cannot believe how far the blood magic keystone moved away from the Shadow start.
Flicker Strike was so fun and my main ability that now feels pretty worthless with the cooldowns added. Removing the gem. Sad.
Had so much fun, but I don't think I will ever be able to play this kind of Shadow again after Open Beta.
I won't be able to get to Blood Magic until VERY late into the game. Not fun...won't even attempt it with it so far away.
I won't be able to spam Flicker Strike to kill hoards of archers and will have to kite for days. Not fun...hate constant defensive kiting...prefer constant offensive attacking.
BTW WHERE THE HELL DID ALL THE SHADOW CRIT GO?!?
I feel like my Shadow build was singled out for biggest nerfs in the game....WTF...I'm totally bummed.
Ugh....I was having so much fun....
I guess I'm glad I got to try this at all...this champ will never happen again after open beta.
Flicker strike was ridiculous, and it was given a cooldown for obvious reasons. For PVP- any kind of kiting or movement would have been rendered moot.

Actually the official reason was to help newbie witches from mistakenly screwing up their character or something silly like that.
Your explanation would have been better although it is still not good enough as you cannot use auras and those same life steal items/passive increase your survival by a lot if you don't use life for casting.

as for the blood magic thing that sux for the ones who like it.but one thing i like bout the tree changes is you can get a good foundation going befor you have to make any addvanced moves on the tree, for me i dont like to plan a build to much.i like to start playing find a play style i like and build around it and the new tree makse it a little less frustrating

Official statement was that new players chose it too early and died. Repeatedly.
I find this to be a sad fix for stupidity.
