As for proof, a mod posted recently saying they were working on something, not sure how reliable he is but it's pretty obvious tweaks will be made.

Right, because you've read all those 600+ pages.
I guess your vision is somehow obscured/blinded.

Perhaps a system should be implemented so that a party member may choose from a few different loot systems. One could be that when an item drops, it goes specifically to one player and cannot be looted. Then there can be free for all, timed, rolling, etc.
