It seems like they want to replace some amount of knowledge based 'skill ceiling' (e.g., leveraging the passive tree) so you can use your remaining efforts to master the actual game-play, and focus on builds that enhance how well you can leverage the active controls of the game.
E.g. having different abilities for different types of monsters and circumstances, combining them for individual situations you find yourself in. Even though it sounded like they were dumbing the game down, I see they've made the game such that you have to adapt to it in a different way, which PoE1 players aren't used to. For example, I watched a streamer chasing a fast mob with perfect strike and complaining that he couldn't hit it, which is a failure to use the tools that are accessible to him. They are banning accounts for players using knowledge of the idiotic tablet interactions that GGG themselves put in the game.
Their position on how they want players to use knowledge to interact with their in-game systems is quite clear. They want to punish you for it. It's worth noting that +2 maps are a dangerous thing.
