Apex of the Moment is not working -

It works, it just does not scale in any way.
It slows by 20%, and only shows an indication when they move out of the range.
At least for me.

I have so much slow magnitude and aura effect, that they should be near standing still, but I barely notice the effect.

If they don't fix it, it'll be picked by no one, because a 20% slow is useless.

80% increased slow effect won't turn 20% into 100%, it will turn 20% into into 36%... and don't forget that slow effect is reduced against rares and uniques.

But Apex of the Moment really doesn't feel like it's slowing as much as it should, and there's no good way to know what it's actually doing.
