For the Monk its not working because Monks do near 100% Ele damage not Physical.
On a 1000 hit Ice Strike attack the mana leech is 2.5 mana for a 3% leech |

I found no source saying that mana leech from Chayula ascendency node needs physical damage. Ingame tooltip says it requires a hit but nothing special about damage type.

I have to wonder if this has anything to do with them not configuring the monster leech resistance stat properly.
