I do not know anything about the plans for the 3rd act, but considering the teaser picture (the one with the village buildings), I would find it natural that the visually appealing armor will start to drop precisely in these locations - locations that once were populated heavily/mediocore, thus is acceptable to find good looking gear here. This is just my wish/guess, not something confirmed.
But in the first or the second act? That would be just weird.

hmm other gear in other act seem cool u will easy see what lvl ppl have like "oh he wear THIS armor he is from act 3" and why i say see what lvl? cuz my opinion is clear in pvp u shouldnt be able to look at enemy lvl

Hobos =/= heroes, herp derp. But yeah it's still in the beta phase. Perhaps the appearance might change.

nice try? sorry for this but u dont have brain at all or i dunno.. look at items so ? if items are same now u think they will change the "chain" after 83? no after 90 u will have armor from 40 with new name.. and also i dont want to looks like nuclear flash (from eq glow) but i dont want to look simmilar on each lvl i wear same armor (textur) from lvl 20+ and im 40+

I agree that high end-game items and/or Uniques should stand out more in looks, but we have to remember the general theme we are running here in Path of Exiles, gritty, dark and dangerous.

I'm all for not looking like a hobo at level 60 but please do not make me look like a shiny white knight either.

Considering this game is planning to run fully on cosmetic microtransactions, I think it's safe to say we can expect a lot more items to make those hobo's much more attractive.
