Soooort of. AN Mods brought the already existing rare mods from 1.0, Bloodlines and Nemesis into one coehesive package rather than the 6+ Mod rares that where pretty standard. After the community threw a hissy fit about them, GGG relented and removed the formal packaging, reverting it to a similar system as was previous. As such it's not exactly correct to say the modifiers used now are AN modifiers, but more similar to the previous Nemesis and Bloodline mods we've seen since the first league, with a few parts of the AN mods sticking around, like how Mana Siphon works (which used to be an onhit that would basically burn out 1K+ Mana).

Answer is to make bosses just as annoying and long as the new liches from abyss take.
