In this thread we have confirmed with another user that this promlem is caused by the local internet connection.
Unfortunately there is nothing we can do on our side.

Thank you for the reply. Seems so bizarre that an ISP can block certain textures/assets from loading. I have confirmed this is the case as when I used my phone as a hotspot everything loaded normally. Wish there was a fix but my ISP is clueless.

On the bright side for some reason if I load everything from my phone it appears normally afterwards even when I return to my usual wired connection, and this is maintained permanently it would appear.
