what i don't understand is that block is an item/gear stat. so why not duel wield shields ;)
Personally I like reactive or active blocking systems but chance to block is just old RPG designs. PoE it still a class-less system for items though sadly it's become a quasi class based system over the years. Asendancies are one of the choices I've always disliked.
It's just old tradition ARPG design at this point.

Oh yeah. End him rightly. Throwing pommels is tight
if you count the aura efficiency, this "shield" gives almost the same firepower as an actual wand, plus the block, life, and convenient 10% instant life heal on block
it's just there for the +1, minion mods, and trigger that all work fine while never actually using it other than to hold gems for the trigger.
duel shields would be perfect for necros to get a little more defence and it would be appropriate for duel wielding shields classed as light shields only.
most builds would not benefit from 2 shields anyway. game balance would not be an issue at all as the game is far from being balanced in the first place
