Yeah I have 1660 super, no problems with GPU.

The micro-freezes come from CPU spikes when encountering new mobs, when game loads assets from disk and computes them.
This leagues' performance state isn't where it should be right now that's for sure.
Some areas have no freezes at all, for example Act 6 The Ridge, and some have those nasty CPU spikes every time you encounter certain mobs or features.

Just test it for yourself, go to Act 7 The Vaal City, push F1 to show performance graphs and watch CPU stat while running around.

PoE is notoriously CPU-heavy

No matter how heavy the load on the CPU it shouldn't FREEZE the game. For example even if you do video editing or rebuild some database you still can move mouse cursor on screen. Well in PoE you can't. Those micro-freezes are extremely frustrating. The more so when they happen in nearly empty areas.

Speaking of background processes, poe is quite sensitive in that case - i remember trying to populate somewhat large database for test purposes, running the task in the background on a single core with below normal priority while running poe. Funny enough, the lame program which was doing the task was nowhere speed optimized and even has some sleep() in the main loop, but despite it consuming like 5% of a single core and next to nothing ram/disk, poe was lagging like there's no tomorrow because of it.

No, they dont care. The league is over for them already, they are working on the next thing.

I think there must be a way to fix 3-d engine so that it won't drop FPS to 0 when loading assets from disk.

Of course it shouldn't freeze. Nothing should freeze during intended use. Luckily, I haven't experienced this myself, but if it happens to others, it does happen.
Bring me some coffee and I'll bring you a smile.
Make sure your sound channel count is set at High. I was messing with a few settings, changing that one to low made a big difference.

If dont play with music you can edit your production_Config.ini to

music_volume2=false

If you set the volume to 0, the game still produces the music, you just cant hear it. You can disable the game from processing it this way.

The game has been steadily demanding more and more resources which is normal I guess since they're incorporating new tech and slowly transitioning to PoE2. Game looks prettier - something's got to give.

Time for an upgrade.

i have a half a sec freeze everytime i go into scourge, the only reason i havent died is because i have 90% block. am pretty sure if i had some other build i would have died everytime it switches.

Your PC is worse than mid tier if you get 60fps on lowest settings more like very very low end.
I don't freeze and lag in Scourge.

This game has notoriously bad optimization and performance horribly. I can do world bosses on the latest MMOs with half the server spamming skills and get more stable frames and no hicc-ups than POE.

You shouldn't need a latest computer to run a game this old, it's just always performed horribly. All the extra loot and league mechanics have just made it worse.
