Curses that manipulate resistances like Elemental Weakness and Frostbite et.c. don't work on your build because of your chestpiece.

Your chestpiece sets monsters resistances to always be 0. Even if they're cursed with negative resistances, all damage done by your minions will deal damage as if they're still at 0 resistance.

That's why Punishment and Snipers Mark are the only offensive curses you can run.

As for the curse in your weapon, you can't procc it since you're not running any skill personally that you deal damage with so it should be fine and the frostbite in your wand shouldn't interfere with your 2 other curses.

A minor change you could do is swap place with Stone Golems and your Zombies in the boots. Not a big difference but Zombies are stronger and due to their numbers, they will be far more consistent at keeping Feeding Frenzy up. I've tried running feeding frenzy on only 2 minions in the past and it felt pretty bad imo.

Another suggestion I have is more QoL and playstyle stuff. I see you're not running either Flame Dash or Molten Shell which would I believe are borderline mandatory to minion builds.
You could easily fit those skill gems into your build by implementing another Unset Ring. I'm not 100% sure, but I think you don't need lifetap in your wand any longer either. This would allow you to place your Stone Golem in the wand instead (Having him resummoned by trigger is decent cause he dies alot) and just put Molten Shell in your shield instead.
You can put Molten Shell on your left click(walk button) and have it auto cast of cooldown for maximum uptime. With Determination and Armour Flasks Molten Shell will almost double your HP.

Also I would look to fit an Unending hunger into the build. The best place you can put it into would be the empty socket slot next to Mystic Bulwark.
To get the 40 Intelligence required to run it, I would connect the tree through the north. This means you want to connect the tree from Cruel Preperations to Death Attunement rather than, as you have now, from Mind over Matter to Death Attunement.

Also, I'm curious and kinda happy to see you're taking my advice to heart :)
How does the build feel after all the changes?
The interesting part is that you're not running any official build right now. You're running 'some sort of' Mage skellies with alot of changes I've suggested for higher efficiency. You feel if it's any stronger than before?

There are several utube videos of guys clearing level 30 simulucrum with this build. I seem to not have enough damage or defense to go past level 22.
Could be me though.

It's a pretty simple build actually. Basically, it focuses on defense instead of DPS. 30,000 armour. block cap. Determination + Defiance Banner + Tempest Shield + Molten Shell. Divine Flesh with 82% chaos res.

I'm planning to make my builds more defensive like this for 3.17.

*also he has pierce in skele links which helps a lot for high density mobs like deli.

Your build should have more than enough damage to full clear simulacrums.
What you're lacking is defenses. Simulacrums can be done with minimal dps, it's just about surviving them in the end.

Simulacrums require alot of investment into defensive layers to be cleared.

Looking at your current build, it has alot of damage but it's very squishy.
I had the same problems when I was trying to clear my first simulacrum this league. Alot of damage, but started getting oneshot after wave 20.

To solve the issue you need to invest into defensive layers to stop the oneshots. This requires sacrificing some damage, which should be fine considering your gear is very good.

These are my suggestions:
Cap your spell block: Do this by running divergent Bone Offering and Divergent Tempest Shield. Also pick Sanctuary and Mystic Bulwark. With a Rumis it should put you at or close to spell block cap.

If you're not running Necro Aegis you get to normal block cap aswell and can get the 5% block mastery from Sanctury.

To fit all auras you will be needing a small cluster with 50% reduced determination mana efficiency and 6% reduced efficiency on the small ones.
This should allow you to run:
- Zealotry
- Determination
- Skitterbots(Unbound Ailments)
- Tempest Shield

Personally, I run Grace aswell in my builds by running an Auls Uprising but not sure if it's worth it for you since I have a Skin of the Lords which boosts the living crap of my Determination and Grace in my builds.

My second suggestion is getting a "Frontline" small cluster jewel and an unset ring to give you 1 more socket. The idea is to link your Molten Shell to Increased duration making it last ~9 sec or something like that.

The Frontline gives Veterans Awareness which increases your max res by 10% and phys dmg mitigation by 20% during Molten Shell which is huge. The downside is that you take more damage when Molten Shell is down so you have to play around it a bit. That's why you want to scale duration. This makes you literally unkillable when Molten Shell is up but vulnerable outside of it.

Some other things you could look into are changing your amulet annoint and running an ES on block shield setup.

If I were you I would annoint Primsatic Skin for 2% max res instead of Ravenouz Horde since ravenouz horde is kinda bad.

Alot of people also like to run Aegis Aurora with Divine Shield which gives you a crapton of ES when you block. If you're block capped with that setup it provides a huge boost in survivability.
Thanks for the input, got to level 25 where i was just getting 1 shot. What i wasn't doing was using "Sniper's Mark" enough so that mat have been 1/2 the problem.

So after seeing the melding of the flesh jewel I was wondering about how viable Syndicate Operatives would be again with 4B Triad Grip and Doryani's Prototype. I saw that there were variations of this build using Barantie Preachers during scourge.

It would be easier to reach the -200 lightning resist cap, but I don't think Syndicate Operatives would be the top choice, because they can no longer shotgun.

Maybe slave drivers would make a return?
